B. Saab is a Civil and Structural Consulting Engineer registered in the Order of Engineers & Architects of Beirut (OEA) since July 1966.
Education:
- Diploma in Civil Engineering from the St Joseph University of Beirut Faculty of Engineers (ESIB), Lebanon June 1966.
- Degree in Reinforced and Post tensioned concrete structures from the Centre des Hautes Etudes de la Construction (CHEC- CHEBAP) Paris, France July 1967.
- Degree in Fundamentals of Modern Constructions (Etude des principes de la construction moderne) from the Centre Scientifique et Technique du Bâtiment Paris, France June 1970.
- MBA from Institut d'Administration des Entreprises (IAE) University of Paris Dauphine, France October 1972.
Professional Experience:
- From 1968 to 1974: After a training period in the head office of Socotec in Paris B. Saab joined the company Constructions Ed. Coignet in Paris France.
- From 1975 until to date: B. Saab has his own consulting practice in Beirut providing specialized Structural and Civil Engineering Consulting services for a wide variety of constructions in Lebanon and the neighboring countries including buildings, bridges, and Earth retaining structures among others.
- In 1979 he founded and directed the Consulting firm Saab Engineering (SAE) geared to deal with the public sector in Lebanon. (Read more)
- From 1978 to 1982: In addition to his professional activities B. Saab taught the Structural analysis and design courses at the faculty of Engineers of Beirut (ESIB).
Regarding seismic issues:
Since the mid 1990’s B. Saab implemented and applied seismic design principles to several buildings and bridges constructed in Lebanon including seismic analysis, design, and assessment of seismic resistance of new and existing constructions in conformity of the American Codes (UBC and AASHTO). He also proceeded to the following:
- As director of SAE he collaborated with the AUB Engineering & Architecture Alumni Association to hold a Discussion Panel on Earthquake Engineering & Seismic design of bridges in Beirut, May 2000, with the key participation of Professor Roy Imbsen (Imbsen & Associates Inc. USA).
- After an evaluation of the Governmental decree No 11266 (December 1997) stating guidelines for the seismic design of reinforced concrete buildings, and in view of the misleading illustrations and interpretations contained in this document, he presented and forwarded his comments and recommendations to the competent authorities respectively the ministry of Public works in 2000 and LIBNOR in 2001. - Recently, and following the arising concerns expressed by some officials in Lebanon (after the discovering of the new coastal fault), he submitted to the OEA on February 2010 a summary notes on seismic design of building constructions as implemented generally in Lebanon, the deficiencies observed, and the necessary measures that should be taken to redirect the process.
